Re: b18b swap no start civic hatch1991,
check the fuses related to the fuel pump, I think 28 and 17 under the dash, and there is an "always hot" one under the hood, but dont remember the number.
as far as the dizzy.... is it an OBD-0 from a 90 LS by chance?

Re: b18b swap no start civic hatch1991,
OK, I will give it a shot, I get to use the Haynes "Honda Civic 1994-1991 All models", manual I got for $1 at PicknPull.
Hmmmm, not the kind of wiring diagram I am used to...
Main Relay wiring...
Blue/white, from fuse 1- 15A, [hot during start only] backup power to fuel pump relays coil, fuse 1 also connects to ECU, yellow/black, [A15] start signal.
Yellow, fuel pump relay output, [fuel pump power lead] from fuse 4-15A through fuel pump relay.
Green/black, from ECU, [A12] fuel pump relay coil, [relay control] neg.(-)
Yellow/black, injector relay output, [pos.(+)] to junction then yellow/black to injector resistor, then red/black(s) to injectors, 2nd junction output is blue/white to ECU, [B13] IPG-1 maybe.
Black, chassis ground, injector relays coil and ECU, [A4].
Yellow/white, from 15A fuse, [hot at all times] named ECU, but no number or loction, [power for 15A ECU fuse is white from batt. through 55A main fuse and 45A secondary main fuse].
This is most likely injector relay input.
Black/yellow, from fuse 4-15A, [hot in run and start] injector relay coil, [relay control] and fuel pump power also power for "IDLE CONT. SOL. VALVE", "COLD ADV. SOL VALVE", "F. IDEL CON. SOL. VALVE" and "PURGE CUT SOL. VALVE".
I am pretty sure the abve is correct, the wiring diagram in this Haynes manual SUX, glad it only cost one doller. 94
