b18a1 not getting enough fuel to run

I have the b18a1 in my 93 civic wired up obd1 using an obd1 ecu p75. I have spark fuel to the fuel rail injector pulse, but no start and no run. I got fresh fuel idk whats going on need help someone please ?

How do you know your getting fuel to the rail?

I pulled the fuel rail off and the injector came out sending a **** ton of fuel everywhere.
