Excuse my ignorance but what is the difference between b16b and b18c5 heads?

nothing but the intake cam on the earlier model b18c5. everything else is the same.

and the C5 is hand polished

no.. the CTR and ITR heads are both hand polished,
only difference is valve springs, YES, valve springs..
and cams.
