Default B16A1 - Code 21 questions

I have a b16a1 and the ECU is throwing a 21 code. I replaced the ECU with a Spoon, since I knew it was a good ECU, and it still comes on. The wiring was checked and everything appears to be fine. The check engine light only comes on after the car has been sitting for 5+ hours, and doesn't come on until the water temperature reaches close to normal operating temperature. I can turn the engine off for a minute after the engine warms up, turn it back on, and the light will usually go away. Does anyone know what could cause this to happen? If not, should I just replace the entire VTEC solenoid? If I need to replace the solenoid, does anyone know the part number and where I can I find one? Any info would be helpful!!!

Are the B-series solenoids interchangable between motors?
