Check for vacuum leaks. What happens when you put your finger over each hole in the throttle body for the IACV and FITV, one at a time?

If you think about how they function, there really shouldn't be much of a suction when warm so that's ok. But if there was no change when you plugged each one, one at a time I would search for some leak. When did this start up?

Can you take a video or a picture of where exactly you sprayed brake cleaner? The manifold gasket or the throttle body gasket? Were there bubbles or noises coming from the area?

If you have any vacuum ports that you are no longer using (if a line was removed to add a catch can or something of that nature) make sure they are plugged off correctly as well. I had a similar issue with surging idle. I pulled my pcv system and the port that the hose hooked to on the manifold from the pcv valve, while i had a rubber vacuum cap on it, wasnt sealing completely. A ziptie to tighten it up proved to cure the problem, so i removed the hose barb fitting and installed a pipe plug. (Performer x manifold) idle issue is now non existent.

Also check valve lash. Although it sounds like a vacuum leak to me.

Next thing to do is check valve lash. Make sure the engine is all the way cold (let it sit overnight).
