Default B16 in CRX trouble

I put a B16 into my crx which i have done about 3 times now, but this one had a blown headgasket. So I put a new on in but when I went to put the timing belt back on and tension it back up It didnt get tighter. so I turned the engine over a fw times with a breaker bar and the crank pulley and it got tight, but only on one side the other was still somewhat flappy. Now I started it and it sounds like its misfireing and you can see the timing belt get tighter and looser. Also the idle fluctuates, not vaccume but just not steady, it idles where its supposed to but fluctuates. Throwing code 23 knock senser becuase I dont have it hooked up, running 93 octane gas. What seems to be the problem?

Ok an update, Car runs fine It just had to run a little bit. My timing belt is still slightly loose and you can hear a noise which i think is the belt hitting the valve cover. I felt my friends timing belt on his LS motor and it is tighter on one side than the other like mine is but mine is slightly looser on the loose side. I may have a little bit more left on the tensioner i just dont want to snap it.

maybe your tensioner has lost a lil bit of its spring tension. Try turning the crank pulley counter clock wise til its firm on the left side then push n the tensioner pulley and tighten it. I would hate to see u jump teeth
