As stated in the title my obd1 b series vtec engine only gets ~ 9.8V at the distributor power wire blk/yel instead of 12V (new and charged battery), I don’t appear to have any blown fuses, I’ve replaced the ecu with a known working one, I put in a new main relay and distributor as well and still no spark/weak spark as sometimes it will fire on a cylinder or 2

just wondering why I’m not getting some voltage but not 12V to the distributor?
