B&M Adjustable FPR not working?

Default B&M Adjustable FPR not working?

Alright, long story short I knew i was running rich as **** because of not running a stock fuel pump since the car was previously boosted, so I decided to replace my fuel filter and add a B&M gauge to see... My gauge read 58 PSI with the vac disconnected so I knew it was way to high (its a stock b17, i know it should be like 42-46 at the most with the vac disconnected. So I installed my B&M fpr that i got for cheap off here (It was already mounted to a stock fpr) and cranked it up with that, it read 42psi with the vac on, and 42psi with the vac off, it did not change at all... Whats the deal? Is it broken? I didnt try to adjust it i just put the stock fpr back on for now until I get some answers.
