Default Assistance needed: difficulty in setting the timing belt

so im finishing my build and im to the timing belt setup,i have purchased a single belt crank pulley and put it on andit dosent seem to wanna break loose so i can seel themark for the crank. So ive been using an extension to set TDC i know its very close but before the cam gears get enough tension to move the crank has already moved slightly so is this normal or is something wrong.. and yes i have a crank pulley tool it dosent fit right with the aftermarket pulley its loose in it.

take out the spark plugs to remove compression, and use a gear puller on the pulley
