Default Assistance Needed: D15B3 8v Engine w/ no compression

Good Day,

My Name is Courage. I drive a 1993 Honda Ballade Luxline, we recently rebuilt the engine after it had cracked the block (we welded it-outside crack) and had new pistons, rings and bearings fitted.

Now the issue is that the engine is having inconsistent compression, always blows out my Tappet cover seals (replaced them thrice) and my plugs are always clouded with excessive oil (changed them 3x since november 2016) and not getting burned/sparking ok. When coming to a stop from a hard 120km+ drive, compression is almost lost to 0 (cattle oil light comes up), wastes gas like nobody's business.

What could be causing this??

For those not in the know, this is a 1.5 litre SOHC engine( D15B3) from South Africa, and uses the same Chassis as the Sedan/Saloon as the US, UK, and Canada). it is only an 8 valve and not a 16 valve like the other D-series.

If by "tappet cover seals" you mean valve cover gasket, I would check valves, maybe a hole in one of them, or a broken valve. 94
