Default Alternator Adjustment

I have a 91 Integra with a B18A1. Im putting it back together from a rebuild. How the hell do you adjust the alternator belt? The helms does not mention any recommended technique for doing so. It just says "Adjust the belt tension" - Great, how? And I searched.

There are 2 bolts on the alternator, it hinges on 1 of them. The top one is removed and I tried to push the alternator but it doesnt budge. Any suggestions?
