It looks like the part may be part #24 in http://www.hondaautomotiveparts.com/auto/jsp/mws/prddisplay.jsp?inputstate=5&catcgry1=CIVIC&catcgry 2=1999&catcgry3=4DR+EX&catcgry4=KA5MT&catcgry5=WAT ER+PUMP+-+THERMOSTAT .
I did a quick search in Yahoo, and there is a little more info at Help! Intake vacuum leak, how to fix? ClubCivic.com - Your Online Civic Community but you might find more info on it. - Jim

But now, not only do you have that link to see if it's the right part, you can possibly now "buy it", and get yourself on the road. If nothing else, (say they no longer sell it) you now know what you need off of Majestic, another car parts dealer like Rock Auto, another engine with the same configuration, or a "boneyard" pick. Pop it on and keep it movin'...

Re: Air assist solenoid help......
In the Majestic Honda parts page that I linked, for the air assist valve, it shows that the top connection goes to 'E-1-1 and E-1-2' while the side goes to 'B-1-1', but I'm not sure how to use those to find where the lines actually go to. The second link that I attached mentions some info about the lines to the valve. It sounds like the top is a vacuum line probably connected to the intake manifold, while the side line is a water line. Are the lines that were broken still dangling from the motor? As a last resort, you might be able to take a look at some Honda engines at a wrecking yard to find how any lines are routed/connected. - Jim

Re: Air assist solenoid help......
From what holmesnmanny mentioned, it looks like E-1-1/E-1-2 (the top connector of the air assist valve) connects to a hose to the throttle body or intake manifold (the hose is part 19 in the throttle body diagram) as that throttle drawing component section mentions that hose goes to the 'air assist valve'. Hopefully the hose or hose with broken nipple from the air assist valve is present on the engine you're working on. I believe that the B-1-1 (side connection to the air assist valve) probably connects to some water line as it looks like the air assist valve screws into the thermostat housing case. - Jim
