Default 98 Accord no spark help

Hello,
I have a 98 accord with the 2.3L I4 VTEC. It died while driving on the highway and I had it towed home. I checked fuse #9 under the dash for the coil and it was good. I checked all four plugs and had no spark. I also can hear the fuel pump engaging and can smell gas when I turn it over. I then checked the ignition coil and had no spark as well. I then tested to verify that the igniter and ignition coil are getting power. I did this with a test light on the battery (-) and on coils (+) side. I had power when the key was in the on position and also when cranking. I then when to see if the coil was getting a switching signal. I did this with a test light on the battery (+) and the coil (-). It was not switching. I then went to see if the igniter (ICM) was receiving a signal from the ECM. I was using a article that said for this test that you cannot use a test light but an LED light was fine? I am a little confused why this matters but I am sure it is correct. It also said you can use a multimeter but didn’t give steps on how to do that.
