Default 97 OBDII vs 98 OBDII

does anyone know of the difference between these 2 ecu's?
from my driving experience with the two i feel like there's a difference, maybe just placebo effect?

96-98 obd2 should be the same so I think there would be no differences internally in the ECU. and 99-00 is obd2b.
