bought a 95 ls theft recovery the blinkers wont blink the hazards still work all fuses are good has a aftermarket steering wheel no air bags cant figure it out all the lights work

been thre done that i got all correct bulbs all bulbs work correctly just no blink

 

i have the same prob still isnt fixed ne answers?
help is needed .... I know its not the fuses or the on relay for the hazard and turn signals is there ne other switches or relays for the turn signals besides the one 3309 in the interior fuse box ( cuz that one works ) the turn signal lever( windshield wiper and headlight lever the black part ) works cuz i took it off and plugged it on my other integ and it works fine? so could it be the ne other relay or switch i dont know about???????
