You should be fine everything will bolt up. As for the OBD you should be fine just hook up all the senors from the head to harness you are usning and you should be fine.
obd 1 v 2 is just the ecu diagnosis system... On Board Diagnosis..I vs II
the heads are mechanical parts... ALL b series parts can fit on ALL other b series blocks... vtec->non-vtec MAY require modification... but vtec->vtec is usually just a swap affair.

all you will need to know is that the injectors from the itr head will not work with the obd 1 engine harness and the ITR distrubtor will not work with the obd 1 engine harness. basically if you use your distrubtor and injectors from your OBD 1 gsr, it will work fine.
In my opinion i would change out pistons to itr, jdm itr, or ctr. Your compression is not going to be all that high with the gsr pistons. Unless of course you are intending a FI on it. But as far as compatability, yes it will bolt on, and run.
get a cheap *** B16 salvaged head and have the intake valve runners p/p
and tanked/exhaust vavles tested and cleaned
add ITR intake valves (lighter, less dish area, more flow)
ITR LMAs (for 11mm and up cams/high revs)
new exhaust valve guides and all new valve seals
Get an ITR intake manifold also.

yep, that is correct. do considering on what piston are you plannin to used. as he mention, using the stock GSR piston will lower your compression. as a other memeber has mention, while you everything apart, spend the extra money of some nice internal work. this way, in the long run, you don't have to it all over again.
