94 civic ex problems after head was shaved

It starts but idles kinda poor and doesn't proform like it used to. Back fires and sluggish. Everything is tdc

Backfiring indicates a timing problem.
How much was the head "shaved"?
I would recheck both mechanical and electrical timing. 94
