Default 93 civic crank issue!

Okay, so I have a 93 civic with an h22 swap. I've read countless threads with this same problem but no resolution.....I have a 30 second to a 20 minute delay before my fuel pump kkicks on. I sit there and wait till the CEL goes off and pump kicks on. I've replaced the pump, the sending unit, the connector, the main relay, the ignition switch, checked all the fuses, checked all the grounds, Espcially the one on the thermostat housing, and have tried 3 different ecm's. It's driving me nuts! After I drive it, cut it off and turn the key on immediately after or 20 minutes or so later there is no issue. CEL goes off and pump primes immediately. Please help!!
