Default 92 prelude h22a problem

Okay so I was having a big problem with my honda. After messing with it and getting it warmed up, we got it to idle for 10-20 mins and it died a few times randomly but then we got it to where it didnt die at all. Took it for a drive, all normal, until about 4500ish rpm it starts to lose power like its almost hitting a rev limiter or something but it doesn't stop the rpm from rising completely. My tach also flips out when i hit about 4k rpms when flooring it and it just shakes up and down, i dont know if thats a new seperate problem or not. A lot of people thought it would be the main relay, except it runs better warmed up instead of cold.

Last time I checked, I was hitting a CEL code for the ELD(electric load detector) code which is I believe a 21.

It's a 1992 prelude with a jdm h22a.

In this diagram here, right where the 2 valves come off of the intake manifold around 24 and 12, the bottom valve has no vacuum hose connected to it and if i put my finger over it while its running it is sucking like a hose should be there but i cant find any lose hoses.

Any input would be great.

the ELD is the Electronic Load detector. It's in your fuse box, if I remember right. If you replace the fuse box, it should solve the problem.

The thing is, I don't know if the ELD is the problem. it's just a code I've been hitting since I put in a new ECU.

21 is vtec solenoid. that hesitation is most likely related to a loose engine ground located on the t'stat housing or the distributor is loose
