91 accord drivability question

Default 91 accord drivability question

My 91 Accord will suddenly bump while driving and then it wont rev over 3500rpms. It feels like it hits a rev limiter, you can put it in neutral even while at a stop and mash the gas pedal and it still doesnt rev past 3500rpms. And when you shut the car off and start it right away it is fine again until you feel the bump. While driving on the highway I cant go past 80mph. It feels like a torque convertor to me but the turning the car off and its fine again makes me believe it could be something electrical ; solenoid ot tcm.

I would appreciate any help you can give me.

I would be suspicious of the ECM.
