Default 2003 CIVIC FANS NOT ENGAGING WITH AC BUTTON

when turning on the ac button in my 2003 honda civic sedan (d17a1) it does not engage the fans like it used to. The fans do come on sometimes when needed when the car is at idle but other than that I can not get them to turn on. I have done lots of work recently head gasket, thermostat, waterpump timing belt, radiator, coolant temperature sensor (3 times) and more im not sure where else to go from here when I jump the coolant temp switch the fans do come on and same if I jump the fan relays

now I also did replace the compressor and drained all the refrigerant from the system but, the ac never worked or blew cold air and the compressors clutch never engaged before with the ac button so nothing has really changed there
