Default 120 psi compression test d16y8

hi please I need some help

I have a civic 98 ex MT with 82.000 km

I research and found that 135 is the lowest and 180 is normal...

well the thing is I did compression test and all the cylinder have 120 psi...

I did the compression test with the engine cold and hot and WOT...

I put some oil and raise 140 - 150...

the engine run fine idle fine but sometimes hesitaste and bog between 1500 to 3000 rpm...

what do you think guys???? thank`s a lot for any help...

what elevation are you at? and were they all even across every cylinder

I live in caracas venezuela, altittude is 900 meter...

do you think the altittude is the reason for the low compression???

120 psi across the 4 cilynder...
