Default 1.8 (81mm) not enough for ef-1s?

i was told to make a decent amound of power with ef-1 cams or any really big cams you have to have a big bore motor with high compression at least 12-1, wouldnt 1.8 with 12-1 compression be good enough?

ef-1 m22's or 23's would be more ideal for a 1.6 to 1.8
