Default "shave the block"

To "shave the block" to a certain MM. Could someone explain the process/tools and work involved to complete the process?

I think you are talking about shaving the head, commonly known as "milling" it. It makes the combustion chambers that much smaller, resulting in a higher compression level. You need some major machenery to do this.

decking the block makes sure taht the block is 100% square. its so you know your mating surface with the head is flat and wont throw a headgasket.
