Default ABS Light On

My car recently got rear ended and pushed into the car in front of me...kept the car, but now salvaged. Getting it registered again is a b!tch. I need to pass a brake and light inspection and an ABS light is an automatic failure. When I jump the diag port and turn the key on. I get a single quick flash of the ABS light, then nothing again until I turn off the ignition and turn it back on. I would think the code would repeat. Anyway, I assumed it was a code 1 and attempted to bleed the ABS since it was drained (but not run) due to the accident. A low pressure hose had been severed. When I jump the ABS relay to run the pump, it turns on but doesn't move any fluid. What's wrong here?
