Default failed emissions test

I took my car for an e-test today and it failed.
HC ppm - limit 82---reading 74
CO% - limit 0.42---reading 0.06
NO ppm - limit 633---reading 3243
Thats 5x the limit.

Its a jdm 2nd gen b16a with I/H/E. The swap was done in May. Days after the swap was complete i replaced the spark plugs, plug wires, distributor cap and rotor all with OE parts from Honda. I use 91 octane gas. I have no check engine light on, but my ecu has a mugen chip and i've heard that chip makes it run really rich.

Stupid E-test
