Idle adjustment screw not working.
You have to unplug IAC before making the adjustements, because it will compensate the airflow.
Honda recommends to set the idle at something like 800 rpm with IAC unplugged and all electrical equipements and AC OFF (it is normal you will have a "Check engine" on with IAC disconnected).

That's not a great idea, it'll stretch your throttle cable, and wear out the little rubber stopper down on the pedal.
