Default tein question

Why do Tein coliolvers NOT have the adjustable persh at the very bottom of the strut? Omni Power coilovers have them. Arent the two top perches used to preload the spring and the very bottom one, the one Tein does not have, used to lower and raise the height? Pics for examples:

Those are Tein SS. My Tein Flex's have that though.

the omni power coilovers are adjustable shock body....
the teins are not
meaning...you can lower the car buy lowering the body of the shock while keeping a enough travel for the dampening...make sense????
