Default is the knock pin (D3) supposed to be grounded?

i'm getting a code 23 which never happened before, i switched from a poormans R with jdm P30 to a GSR with OBD 1 P72 i was checking my wiring to see in i had continuity from the plug to the ecu and i showed 12v when i probed the knock wire and the positive, i thought it might have grounded out somewhere so i check the pin from the ecu, with only the D plug disconnected i got -12v on D3 and -8 on the surrounding pins,

really need to know cause i'm going to the smog reff soon and i can not have any CELs at all, if anyone could just put a voltmeter to the end of the knock conector, i would really appreciate the help.
