Default stroked b16 vs. b18

I cant decide what to do to my EM1. I want a car that is capable of atleast high 13's and is reliable to drive(my car is guttted at the moment).Heres the choices
b16a2, b17 crank and rods, ctr pistons, s2s2 cams and vavletrain, b16 tranny
or
b18c1 block, ctr or jdm itr pistons, b16 head, s2s2 cams and vavletrain, b16 tranny
feel free to elaborate on these setups...thanks

b18c1 for easier attainable goal. b16a2 for easier hustling and bragging rights.
