Clutch Pedal Bracket Loose!!!

My car won't go in gear. When I press the clutch pedal, it doesn't go in as deep as usual. So I go under the dash to take a look, and the clutch pedal bracket is loose on the firewall, preventing me from depressing the clutch pedal. There are 2 bolts with 12mm nuts on them, diagonal from eachother. One top-left and the other bottom-right. The top-left bolt will not tighten. How do i find the other end of the bolt on the other side of the firewall? Through the engine bay or from underneath the car? Please help....
or u can just go look for it from up top where u can actually see it, 
its right under the brake fluid reservoiur, where the small clutch fluid reservoir is connected to u will see it all the way down there on the firewall.

Those 2 nuts that your looking at are part of the clutch master cyl. It may be moving around to much and damaging the master cyl. You may want to see if the master cyl is leaking. DO NOT force the nut on the bolt.

Well the problem was that I didn't have a spacer plate between the clutch pedal bracket and the firewall. All cars that originally come 5speed have them. Went to the junkyard...found a spacer plate. ( BTW,the prelude and accord pedal bracket shape is the same). Problem solved. I accessed the other side of the firewall from underneath. My friend held the bolts while I tightened the nuts from inside. (get your minds out of the gutter and stop giggling) So problem solved...thanks for the responses.
