Type R ECU in a VTi Civic?
As someone else said, we need to know what year the car is first.
Also reprogrammed P28 ECUs are way better than any stock Type R ECU if you have a car that's 1992-1995.

All of the above.
I have a B18C5 and I ran it on a JDM P73 ECU with a jumper harness in my 1992 Civic for a while before I got my Kenji-chipped P28.
The P28 brought the engine to life - the engine made 175whp as a baseline with no tuning with only other mods being the 99-00 AEM CAI and a Tanabe exhaust. I still had the stock USDM cast-iron exhaust manifold too!

I heard the p28 is great for programming because of just that. Tey have great re-programming characteristics. So does the p72. But yeah, OBD1 is better as well as far as emissions goes which holds back a bit on performance.
