any reason why JDM/European corners stay off while USDM stay lit up?

Like if you turn your headlights on in america, the corner light stays on, and blinks brighter when you hit the turn signal...
In europe (and i think japan too) the headlights will be on but the corners are off, they only light up when you hit the turn signal. But they have sidemarkers which are on instead...

So if you click your lights once to turn on your corner lights only what turns on? The side markers? Arent you suppose to use that in the fog instead of your headlights?
Possible, but its all marketing. Could be some laws want it. There are fixes for that. I did it. Take out the bulb, and put a piece of electrical tape over the metal contact point on the bulb for the 5W (not 22W) contact, meaning the contact to the bulb for the lower filament that runs all the time. Or pull the wire (search for its location). Or cut that wire.
