Intake Manifold and Throttle Body Diameters

Quick question:

If you get an aftermarket IM and TB, do the diameters have to be the same? My friend got a 70mm TB and wants to use it with the Skunk2 IM which I believe is 68mm...

I've talked to alot of engine builders and they all told me the IM inlet should be at least 1mm bigger than the TB outlet.
