scratched block surface..anyone ever heard of filling with out getting it decked?

Default scratched block surface..anyone ever heard of filling with out getting it decked?

I was scraping the old gasket off my block today when i noticed that it would get caught on a few scratches or small raised sections. Has anyone heard of filing these rough sections down with some fine grit sandpaper attached to a flat piece of wood? Any help or experience would be appreciated.
by the way....I just put this motor in, I really don't feel like removing it to get it milled a few .001. Both the surface of the head and the surface of the block are within spec and are not warped.

You can't sand down the decks it wont be absolutely flat,you must get it resurfaced sorry.
