Problem with the starter circuit maybe? BYW 19 volts is way too high.

I have the same problem and I just gave up. B16 crx was running before i parked it for 5 months, went tried to start it up all i can hear is the main relay clicking. All my fuses get power, ecu is not fried, starter gets power, added more grounds, and still wont start. In my case i think some wire snap inside the cover.

how did you tell your battery is holding 21 volts?

sounds like you also have a faulty battery if that is the case.

make sure your equipment is working properly.

21 volts is way, way, way, way, way, way, way, way, way, way, way, way, way, way, way, way, to high. a battery should only be a 11-12 volts when car not on, and at 13-14 volts with car running. 21 volts could kill all your fuses and fry the wiring. Oh you might want to check all your fuses before you go replace the starter and or do a test on the starter it self. but if your battery is pulling that much voltage with the car off you got the wrong battery. Replace that asap.
