quick question on tensioning timing belt

Default quick question on tensioning timing belt

Im bout to do a timing belt change on a 97 prelude and going to swap out to a manual tensioner. I dont have a helms but I have done enough accords to do it without a manual. Just want to make sure on tensioning the timing belt that once both belts are on, i just spin it 3 teeth past TDC and then check the tension on the belt. If it is still loose, i can tighten it slightly more with my hand and then tighten the tensioner bolt rite? My main question is bout the balance shaft belt. It should tension with the timing belt at the same time right? once it is at 3 teeth past TDC.

Also, I read somewhere, but cant find it that using the h23 timing belt tensioner pulley, some people have trouble getting the timing belt on since it is smaller than a h22a one. Is this one of the problems? thanks
