Default emissions help, already failed once

i'm trying to get my brother's car through emissions before he leaves for sub school at the end of august. it's already failed once with a hot cat and retarded timing. below is the diagnostic report they gave me. right now i'm thinking a basic tuneup and a new catalytic converter should do it. suggestions?

look like you need a tune up and an oil change. you fail with hc being high.

yup seems like it. oil change, tune up, and get 87 or the lowest gas you can. it will burn cleaner and better than normal

i would try new air filter, cap, rotor, plugs, and a can of seafoam (de-carbonizing reduces NOX) before getting a new cat (~$100 from kragen/advanced)

When i see that, i am tempted to say this.

1. Dilute your fuel
2. try leaning out the fuel mixture as much as possible
3. Try getting your engine to run hotter than usual by altering the coolant mixture
4. right before testing, take a really long drive.

The idea is you want to make the engine run as hot as possible with the least amount of fuel possible. Thus bring hydrocarbons down enough to pass the test.

i'd go ahead and replace the cat, that should take care of your problems
