Default Headrest Height

I'm only average in height, but I've noticed that even with my headrest raised to it's highest position, the top part of it only reaches my lower neck! Isn't the back of your head supposed to be centered in the middle open part of the rest for safety (and comfort!) reasons?
Has anyone else noticed this, and/or possibly found an alternative source for ones with longer support rods?

I think it's most comfortable when my head rests against the top part of the headrest. Even with the piece all the way up, my head is just in the center (open part). And I'm short so those who are avg-tall would definetly be above the middle.

I read it somewhere... the top of the headrest needs to be in a straight line with the top of your ear. So, that mean the top of the headrest surely won't need to be that high.
