vtec engage and power falls flate

vtec engage and power falls flate
ok, here are the mods & engine;
B16 converted to OBD1
Stock P30 ECU
Type R head
CTR piston standard
Skunk2 stage 2 cams
skunk2 valve spring
mugen 2 layer HG
Stock injectors
heres the problem,
just before vtec engage I can feel the powerband dip as if it choke. this dip of power is really noticeable. this only happen during 3rd gear and 5th gear.
The P30 ecu does not throw any CEL, but when i try on a stock P28 ecu i get the ELD Code 20. Sometime during idle the engine would shut off by itself, this happen randomly.
if you have incounter similiar conflict, please feel free to explain your experience and what you did to solve it.

Fixed the dam problem! TPS sensor was off of spec. Set it back to spec. God dam these cams pull hard!!!!!!!!!
