Default Buying chipped P28 ECU - Idles at 2K - Just bad program chip or bad ECU?

I have a buddy who wants to sell me his Mugen chipped P28. He says he thinks the chip/program is bad, as it idles at 2000 rpm. It's in a swap, so it could just be some other problem. I can rechip easily, and have Hondata going in to tune from whatever baseline.

However I'm worried the ECU might be bad. What do you think, should I take a chance on buying his ECU? (good deal).

(Got my Hondata questions answered, thanks. It was where to locate the datalogger header pins).

Anyone got any ideas? I'm thinking the chip is bad, not the ECU, and it will be fine. Need to know quick - I have to make a purchase decision tonight. TIA

cut the jumper and the chip and see how it runs stock.
