ECU's best for ZC motor on BOOST?!?

ECU's best for ZC motor on BOOST?!?
k so ive heard that the pm6 (88-91 civic/CRX SOHC Si) is a good ecu,
but its an obd0 and my motors a second gen (obd1) 1.6 ZC... DOHC...
what are my other options and what is best?!
i also heard a p28 (92-95 obd1 civic si/ex) works, but only if chipped, is that tru??
