Default B18C JDM ITR: VTEC works... sometimes??

JDM ITR swap in an Integra. I've put about 2,000 miles on it with no problems. Now all of a sudden, VTEC does not engage at 5700 rpm like it should.

In first gear, when you floor it, VTEC doesn't engage until you let up on the throttle just a little. Then shift to second, and the same thing happens. VTEC engages when you let off of the throttle just a little.

The motor is all stock except for AEM fuel rail, AEM FPR, and a Comptech exhaust. No internal work at all. Any thoughts or suggestions???

Check your oil level. Remember vtec is engaged by oil pressure. No pressure...no vtec. This happend to a friend of mine.
