D15 Timing issue(s)

intake manifold: dpfi
What Hayens manual said and what I am doing: setting the crank to TDC(using crank marking), then doing the same for the cam. Then hooking up the timing belt, after that you have to rotate the crank to counter clock wise until the cam gear moves 3 teeth in order to get the timing belt tight. After that tighten the belt ten. bolt.
What is happening: Rough idle, try to smooth out by changing spark timing, no real luck, still runs rough IF the white mark lines up correct.

I have had a problem with mine, it seems every manual has a different procedure. My friend has a shop manual for the civics and it says something entirely different. I still cant even get mine running at all. Good luck with it.
