1999 civic. Installed throttle body spacer! turn key = 7k rpms or higher!!!

Hi, im posting a question for a guy i know.
Please dont go on and on who throttle body spacers do nothing. I know. I know.

anyways,
he istalled it correctly, but when the car is turned on it instantly revs up really really high! why is that?

please anyone?

the throttle spacer probly put tension on the throttle cable (like some one is stepping on the gas). loose up on the throttle cable and adjust it.

lol. classic ricer/car noob... a kid towed his car to the shop from the same problem, we all got a good luagh at it. Gave him a bunch of stickers.. never dawned on him the throttle cable is on the tb... extended the tb, extends the cable... ahh gotta love public schools.
