Need some help with Hatch, not getting power.

Need some help with Hatch, not getting power.
I installed a GSR dash into an EG (92 Hatch CX) ANyways, I have to re-pin a bunch of wires to maake the dash work cause it is a 01 GSR dash. Anyways, one of the plugs in the fuse box plugged in, and it was heater controls, so my heater lights and all that work(ed). I am also currently putting a B16A2 in the same car, it is a mojor project. Anywas, I put a OBD1 LS ECU in my car just to see if it would power anything up. Nothing worked, not even my heater controls, took out the ECU and still nothing. I installed a steering wheel last night could that have somehting to do with it, I checked all fuses and nothing. ANy help would be appreciated!
