Default Rev up and Down.

90 Model civic the engine is d16a6.

I took another IAC valve off of another civic with the same motord 16a6 and it still does it.

I'm lost anything I am missing that I need to replace also. Do I need to adjust the throttle screw?

Any help will be greatly appriciated.

Try adjusting the idle screw. Also check your vacuum lines.

Maybe you got some air in your cooling system.
Check vacuum lines.

Its probably the fast idle air control valve, its located under the throttle body. There is a right up on here about how to clean it out, basically inside there is a spring and a cap type thing, well it gets stuck open sometimes and you need to clean it.
