20 full rotations of the screwdriver? or 20 full rotations of the gear wheel? 96 and up have an 8mm hex head I think on the gear wheel, but it will probably require something like a ratcheting gear wrench to be able to use that to adjust, due to space limitations. That will be ablot faster than a screwdriver.

for the 98+ headlight, I parked about 30Ft away, and turned 30 times clockwise(vertical adj) before I saw any changes. Give it a few more spin, Otherwise, the headlight adjustment unit may have been damaged.
yeah i had this problem and ended up leaving it messed up for awhile. but you just need to spin some more. i sat there and spun the damn thing for 10 min and thats when i started to notice movement. so i think just take your time. plus you may want to look at this site, gives you a good description on how to:

Adjusting your headlight can be very time consuming and frustrating it is also very easy to throw all the adjustment settings out of spec. If I were you I would take it in to the dealership and have them adjust it. It can't be that expensive.
