no.. you have to get the block re-honed. it is possible, but you risk having metal shavings in the oil passages.
if you are very clean, sure it's possible.. but 1 little burr of metal can screw the entire motor.
is there a reason you are wanting to avoid removing the block?

Jack the car up and drop the engine from the bottom... Just get a few good listening friends with hydralic jacks.... it's not too hard. Or just rent the hoist from Schucks.
I have done this twice on first gens. So far so good.
To keep it clean i wrap the crank in (new) oil soaked rags...helps them stick to the crank, and any shavings will have a better possibility of sticking to the oil.
After i hone the cyl I clean the cyls with rags still in place. I then pull the rags, and "pressure wash" crank with brake clean (no residue) Then i soak it down with STP Oil treatment, which works like an assembly lube.
The procedure is in the shop manual i do believe. (though the **** retentive covering of the crank is mine)

Take out the crank then. I've done this procedure before. And I don't see how it will stop filings from gettin in the oil passages whether the engine is in or out of the car.
Normally the filings aren't huge anyway. Almost like a powder. And if you use oil as a lubricant while honing they won't be flying everywhere.
