Default Code 54 Crank Fluctuation Sensor questions

You swap guys might be able to help me with this one. I just pulled a code 54 on a 99 civic ex and have two questions. First where is the sensor located and second could this be cuased by something else. The persons car cranks up real slow. Any help would be appreciated.

My car was cranking slowly. Turned out that the guys who put my engine in didn't tighten the bolts holding the starter in.

I was throwing this code, it did not cause my car to crank up slowly.... then I converted to obd1, cranking up slowly could be other things too

the sensor I through a code for is located right behind the crank pully , I didnt plug it up becuase the wire was cut on my b16 swap that I bought, the reason I didnt fix the sensor is because I converted to OBD 1, all it did when I had this code was throw the CEL
